PEOPLE

About 80% of Barbados' population is of African descent, 4% European descent, and 16% mixed. About 70% of Barbadians are Anglican, and the rest mostly Roman Catholic, Methodist, Baptist, and Moravian. There also are small Jewish and Muslim communities. Barbados' population growth rate has been very low, less than 1% since the 1960s, largely due to family planning efforts and a high emigration rate.

HISTORY

British sailors who landed on Barbados in the 1620s at the site of present-day Holetown on the Caribbean coast found the island uninhabited. As elsewhere in the eastern Caribbean, Arawak Indians may have been annihilated by invading Caribs, who are believed to have subsequently abandoned the island.

From the arrival of the first British settlers in 1627-28 until independence in 1966, Barbados was under uninterrupted British control. Nevertheless, Barbados always enjoyed a large measure of local autonomy. Its House of Assembly, which began meeting in 1639, is the third-oldest legislative body in the Western Hemisphere, preceded only by Bermuda's legislature and the Virginia House of Burgesses.

As the sugar industry developed into the main commercial enterprise, Barbados was divided into large plantation estates which replaced the small holdings of the early British settlers. Some of the displaced farmers relocated to British colonies in North America. To work the plantations, slaves were brought from Africa; the slave trade ceased a few years before the abolition of slavery throughout the British empire in 1834.

Local politics were dominated by plantation owners and merchants of British descent. It was not until the 1930s that a movement for political rights was begun by the descendants of emancipated slaves. One of the leaders of this movement, Sir Grantley Adams, founded the Barbados Labor Party in 1938.

Progress toward more democratic government for Barbados was made in 1951, when universal adult suffrage was introduced. This was followed by steps toward increased self-government, and in 1961, Barbados achieved internal autonomy.

From 1958 to 1962, Barbados was one of 10 members of the West Indies Federation, and Sir Grantley Adams served as its first and only prime minister. When the federation was terminated, Barbados reverted to its former status as a self-governing colony. Following several attempts to form another federation composed of Barbados and the Leeward and Windward Islands, Barbados negotiated its own independence at a constitutional conference with the United Kingdom in June 1966. After years of peaceful and democratic progress, Barbados became an independent state within the British Commonwealth on November 30, 1966.

Under its constitution, Barbados is a parliamentary democracy modeled on the British system. The governor general represents the monarch. Control of the government rests with the cabinet, headed by the prime minister and responsible to the parliament.

The bicameral parliament consists of the House of Assembly and Senate. The 28 members of the House are elected by universal suffrage to five-year terms. Elections may be called at any time the government wishes to seek a new mandate or if the government suffers a vote of no confidence in parliament. The Senate's 21 members are appointed by the governor general--12 with the advice of the prime minister, two with the advice of the leader of the opposition, and seven at the governor general's discretion.

Barbados has an independent judiciary composed of magistrate courts, which are statutorily authorized, and a Supreme Court, which is constitutionally mandated. The Supreme Court consists of the high court and the court of appeals, each with four judges. The Chief Justice serves on both the high court and the court of appeals. The court of last resort is the Judicial Committee of Her Majesty's Privy Council in London, whose decisions are binding on all parties. Judges of the Supreme Court are appointed by the governor general on the recommendation of the prime minister after consultation with the leader of the opposition.

The island is divided into 11 parishes and the city of Bridgetown for administrative purposes. There is no local government. Barbados' defense expenditures account for about 2.5% of the government budget.

POLITICAL CONDITIONS

The three political parties--the Barbados Labor Party (BLP), the Democratic Labor Party (DLP), and the National Democratic Party (NDP)--are all moderate and have no major ideological differences; electoral contests and political disputes often have personal overtones. The major political problems facing Barbados today are in promoting economic growth: creating jobs, encouraging agricultural diversification, attracting small industry, and promoting tourism.

In parliamentary elections held September 6, 1994, the BLP won a decisive victory over the DLP of former Prime Minister Erskine Sandiford. The BLP won 19 seats to the DLP's eight; one seat went to the NDP. The new Prime Minister, Owen Arthur, who also serves as Minister of Finance, has given a high priority to economic development. The main opposition party, the DLP, is led by David Thompson.

ECONOMY

Since independence, Barbados has transformed itself from a low-income economy dependent upon sugar production to a middle-income economy based on tourism. The economy went into a deep recession in 1990 after three years of steady decline brought on by fundamental macro-economic imbalances. After a painful readjustment process, the economy began to grow again in 1993. Growth rates have averaged between 3-5% since then.

The main factors responsible for the improvement in economic activity include an expansion in the number of tourist arrivals, an increase in manufacturing, and an increase in sugar production. Recently, offshore banking and financial services have also become an important source of foreign exchange and economic growth.

Economic growth has led to net increases in employment in the tourism sector, as well as in construction and other services sub-sectors of the economy. The public service remains Barbados' largest single employer. Although the total labor force increased from 126,000 in 1993 to over 136,000 in 1996, unemployment fell from 21.5% at the height of the recession to an estimated 14% at the end of 1996. The exchange rate remains steady at U.S. $1=BDS $2.

FOREIGN RELATIONS

As a small nation, the primary thrust of Barbados' diplomatic activity has been within international organizations. The island is a member of the Commonwealth and participates in its activities. Barbados was admitted to the United Nations in December 1966. Barbados joined the Organization of American States (OAS) in 1967.

On July 4, 1973, Barbados, Trinidad and Tobago, Guyana, and Jamaica signed a treaty in Trinidad to found the Caribbean Community and Common Market (CARICOM). In May 1974, most of the remaining English-speaking Caribbean states joined CARICOM, which now has 14 members. Barbados is also a member of the Caribbean Development Bank, established in 1970, with headquarters in Bridgetown. The eastern Caribbean's Regional Security System, which associates Barbados with six other island nations, is also headquartered in Barbados. In July 1994, Barbados joined the newly established Association of Caribbean States (ACS).

As a member of CARICOM, Barbados supported efforts by the United States to implement UN Security Council Resolution 940, designed to facilitate the departure of Haiti's de facto authorities from power. The country agreed to contribute personnel to the multinational force, which restored the democratically elected government of Haiti in October 1994.

In May 1997, Prime Minister Owen Arthur hosted President Clinton and 14 other Caribbean leaders during the first-ever U.S.-regional summit in Bridgetown, Barbados. The summit strengthened the basis for regional cooperation on justice and counternarcotics issues, finance and development, and trade.

Barbados has diplomatic missions headed by resident ambassadors or high commissioners in Canada, the U.K., the U.S., and Venezuela, and at the European Union (Brussels) and the UN. It also has resident consuls general in Toronto, Miami, and New York City. Australia, Brazil, Cuba, Canada, Colombia, China, Guatemala, the U.K., the U.S., and Venezuela have ambassadors or high commissioners resident in Barbados.

U.S.-BARBADIAN RELATIONS

In 1751, George Washington visited Barbados, making what is believed to have been his only trip abroad. The U.S. Government has been represented on Barbados since 1824. From 1956 to 1978, the U.S. operated a naval facility in Barbados.

The U.S. and Barbados have had friendly bilateral relations since Barbados' independence in 1966. The U.S. has supported the government's efforts to expand the country's economic base and to provide a higher standard of living for its citizens. Barbados is a beneficiary of the U.S. Caribbean Basin Initiative. In recent years, U.S. assistance has been channeled primarily through multilateral agencies such as the Inter-American Development Bank and the World Bank.

Barbados also receives counter-narcotics assistance and is the beneficiary of the U.S. military's exercise-related and humanitarian assistance construction program.

Barbados and U.S. authorities cooperate closely in the fight against narcotics trafficking and other forms of transnational crime. In 1996, the U.S. and Barbados signed a mutual legal assistance treaty (MLAT) and an updated extradition treaty covering all common offenses, including conspiracy and organized crime. A maritime law enforcement agreement was signed in 1997.

A popular tourist destination, Barbados had more than 111,700 U.S. visitors in 1996. In addition, Barbados had nearly 510,000 cruise ship passenger arrivals, the majority of whom were U.S. citizens. Approximately 3,000 Americans reside in the country.

GEOGRAPHY

Barbados is the easternmost island of the Lesser Antilles, situated 480 kilometers north of Guyana, 160 kilometers east of St. Vincent, and 965 kilometers southeast of Puerto Rico. This isolated pear-shaped island extends for 34 kilometers along a north-south axis and has a maximum breadth of 23 kilometers, giving it a total land area of 430 square kilometers (about the size of San Antonio, Texas, or half the size of New York City).

Barbados is fringed with coral reefs. The island itself is characterized by lowlands or gently sloping, terraced plains, separated by rolling hills that generally parallel the coasts. Elevations in the interior range from 180 to 240 meters above sea level. Mount Hillaby is the highest point at 340 meters above sea level. Farther south, at Christ Church Ridge, elevations range from sixty to ninety meters.

Eighty-five percent of the island's surface consists of coralline limestone twenty-four to thirty meters thick; Scotland District contains outcroppings of oceanic formations at the surface, however. Sugarcane is planted on almost 80 percent of the island's limestone surface. The soils vary in fertility; erosion is a problem, with crop loss resulting from landslides, washouts, and falling rocks. Most of the small streams are in Scotland District. The rest of the island has few surface streams; nevertheless, rainwater saturates the soil to produce underground channels such as the famous Coles Cave.

Barbados lies within the tropics. Its generally pleasant maritime climate is influenced by northeast trade winds, which moderate the tropical temperature. Cool, northeasterly trade winds are prevalent during the December to June dry season. The overall annual temperature ranges from 24°C to 28°C; slightly lower temperatures prevail at higher elevations. Humidity levels are between 71 percent and 76 percent year round. Rainfall occurs primarily between July and December and varies considerably with elevation. Rainfall may average 187.5 centimeters per year in the higher central area as compared with 127.5 centimeters in the coastal zone.


Barbados History

THE WINDWARD ISLANDS consist of Dominica, St. Lucia, St. Vincent and the Grenadines, and Grenada. The name Windward dates back to the 1700s, to the time when English ships bound for Jamaica followed the trade-wind passage, stopping at islands along the way. The islands constitute a north-south chain in the southern section of the Lesser Antilles and share a volcanic rock formation. These nations also had highly similar political and economic systems in the late 1980s. Despite these parallels, the Windwards were much more heterogeneous than other Commonwealth Caribbean island groupings. These differences prevented the establishment in the nineteenth and early twentieth centuries of a common government along the lines found in the Leeward Islands.

A French legacy distinguished the Windward Islands from their Commonwealth Caribbean neighbors. The French established permanent settlements on the four islands in the 1600s and controlled them until the islands were seized by the British in the 1760s. Even after the British takeover, France continued to compete with Britain for authority over the Windwards, regaining control over St. Lucia, for example, on several occasions. France did not relinquish its claim to St. Lucia until 1815.

The islands varied widely in the degree to which they subsequently assimilated British culture and mores. The most extensive assimilation occurred in St. Vincent, where the population easily adopted the English language and Protestantism. In Grenada, on the other hand, the majority of the residents remained Roman Catholics even though English became the sole language of the island. Dominica and St. Lucia offered the greatest resistance to British influence. A French creole language called patois continued to be spoken in the late 1980s among much of the rural population of both islands. Dominicans and St. Lucians were also overwhelmingly Roman Catholic.

Beginning in the 1830s, the Windward Islands and Tobago ostensibly were under the authority of the governor of Barbados. In actuality, however, lieutenant governors on each of the islands exercised considerable autonomy. In 1875 the governor of Barbados attempted to implement a British proposal calling for a Windward Islands confederation. Fearing a loss of political and financial autonomy, Barbadian planters successfully defeated the measure. In 1885 Barbados withdrew from the government of the Windward Islands, leaving St. Lucia, St. Vincent, and Grenada with a nominal governor (Dominica had left earlier). In 1940 Dominica rejoined the Windwards after being a reluctant member of the Leeward Islands Federation for the previous seventy years. The weak Windwards structure lasted until 1956; its members were absorbed the following year in the ill-fated West Indies Federation.

The newly independent nations of the Windward Islands shared common political and economic patterns. All were constitutional monarchies with a parliamentary system of government on the Westminster model. St. Lucia, St. Vincent and the Grenadines, and Grenada each had a bicameral legislature consisting of an elected House and a non-elective Senate. The prime minister was the leader of the party that secured a majority of House seats. The pattern was similar in Dominica except that House and Senate members were part of a unicameral body. Agriculture was the leading component of the gross domestic product for each of the islands. In the case of Grenada, however, tourism had replaced agriculture as the primary earner of foreign exchange by the mid-1980s. All of the Windwards islands had high levels of unemployment and emigration.

In the late 1980s, following a tumultuous decade, national security remained an important consideration for the leaders of the Windward Islands. The overthrow in 1979 of the Grenadian government and its replacement by the People's Revolutionary Government (PRG), the temporary seizure the same year of Union Island in the Grenadines, the attempted coup in 1981 in Dominica, and the assassination in 1983 of PRG leader Maurice Bishop had shocked the Windward population. These events led to the creation of paramilitary Special Service Units within each of the national police organizations. At the same time, however, leaders generally continued to oppose the establishment of a regional army, fearing that such an institution could endanger democracy.

Despite its nineteenth-century ties to the Windward Islands, Barbados differed from its neighbors in several ways. Barbados lies east of the Windwards and is characterized by lowlands, plains, and rolling hills rather than the mountainous terrain of the Windwards. The island also followed a distinct historical path. Barbados was regarded as the most British nation in the Commonwealth Caribbean, a reflection undoubtedly of the uncontested control exercised by the British from 1625 until the granting of independence in 1966. The economic base was different from most of the Windward nations also; tourism had replaced agriculture as the primary foreign exchange earner by the 1970s. Barbados was also distinguished from its neighbors by the maintenance of a standing army. Barbados' political structure, however, was identical to that found in St. Lucia, St. Vincent and the Grenadines, and Grenada.


Barbados Government

At independence in November 1966, Barbados formally adopted the Westminster parliamentary system of government, with a governor general representing the British monarch. Rights and privileges accorded to the governor in 1652 by Britain formed the basis for the Constitution of 1966, which provides for a bicameral parliamentary system headed by a prime minister and cabinet.

Under the Constitution, Parliament consists of the British monarch, represented by the governor general, the Senate, and the House of Assembly. The governor general is appointed by the monarch and serves at the monarch's pleasure. Although the governor general must act in accordance with the advice of the cabinet or one of its ministers, the governor general has considerable influence and is responsible for appointing judges, commissioners, and senators and for voting in the Senate if there is a tie. The governor general presides at all meetings of the Privy Council for Barbados, an appointed body whose duties include the right to review punishments and grant pardons.

Executive authority in Barbados rests with the governor general, the prime minister, and a cabinet of at least five ministers. The prime minister is by far the most powerful figure in the executive and within the cabinet. The prime minister chooses the cabinet ministers and may dismiss them at will. The cabinet, which is responsible to Parliament, is the principal instrument of policy and is charged with direction and control of the government, but the personality, style, and popularity of the prime minister largely determine the direction of government.

The Constitution provides for a House of Assembly of twentyfour members or as many as Parliament may prescribe. The number was increased to twenty-seven before the 1981 elections. Members are elected by universal suffrage and must be over twenty-one years of age. The leader of the majority in the House of Assembly is appointed prime minister by the governor general. The minority leader becomes leader of the opposition. The term of office is five years, but elections may be called at any time by the ruling party, and an election must be called in case of a vote of no confidence. During the first twenty years of Barbadian history, all of its governments remained in power until the five-year limit.

The Senate is a wholly appointed body. Senators must be citizens of Barbados over the age of twenty-one; twelve are appointed on the advice of the prime minister, two on the advice of the leader of the opposition, and the remaining seven at the governor general's discretion. The Senate elects its own president and deputy president and has a quorum of eight plus the presiding officer.

Bills may be introduced in either house with the exception of money bills, which must be introduced in the elected House of Assembly. A bill becomes law after it has passed both houses and has been signed by the governor general.

Barbados' judiciary includes the Supreme Court, which consists of the High Court and the Court of Appeal. The chief justice is appointed by the governor general after consultation with the prime minister and the leader of the opposition; the other judges who make up the court are appointed on the advice of the Judicial and Legal Service Commission. Judges serve until the age of sixty-five; in case of vacancies, the governor general has the authority to appoint acting judges who serve until the appropriate consultations have been made. Appeals from decisions made by the High Court may be made to the three-judge Court of Appeal. The highest appeal is to the Judicial Committee of the Privy Council in London.

Under the Constitution, a number of public service commissions- -including the Judicial and Legal Service Commission, the Public Service Commission, and the Police Commission--oversee government acts. All of the commissioners are appointed by the governor general after consultation with the prime minister and the leader of the opposition.

Barbados's Banking and Finance System

The Central Bank of Barbados (CBB) was created in 1972 to assist the government in stabilizing the economy by facilitating development and financial intermediation. Since 1972, Barbados has minted its own Barbadian dollar, which has been pegged to the United States dollar at a rate of B$2.00 to US$1.00.

The government created the CBB for numerous reasons, all related to gaining more control over domestic and international financial intermediation. Paramount to maintaining financial stability was Barbados' new-found control over its money supply. Unlike other Eastern Caribbean states, which were dependent on a regional financial institution for central governance of the monetary system, Barbados was capable of establishing its own monetary program to supplement fiscal policy in meeting national economic goals.

Financial priorities were also advanced by the Barbados Development Bank, which was created in 1963. It functioned as an independent corporation designed to facilitate development by encouraging domestic savings and investment and providing loans to development enterprises, cooperatives, and small businesses. It was also empowered to issue its own securities to ensure sufficient funding to meet development needs. In 1985 it reemphasized its effort to assist the small manufacturing sector, which had failed to expand significantly during the previous year.

In the mid-1980s, Barbados was also served by numerous local banks and seven foreign commercial institutions. In addition, it was the headquarters for the Caribbean Development Bank (CDB), which acted as a conduit for multilateral lending arrangements.
