PEOPLE

St. Lucia's population is predominantly of African and mixed African-European descent, with small East Indian and European minorities. English is the official language, although many St. Lucians speak a French patois. Ninety percent of the population is Roman Catholic, a further reflection of early French influence on the island. The population of just over 147,000 is evenly divided between urban and rural areas, although the capital, Castries, contains more than one-third of the population. Despite a high emigration rate, the population is growing rapidly, about 1.6% per year.

HISTORY

St. Lucia's first known inhabitants were Arawaks, believed to have come from northern South America 200-400 A.D. Numerous archaeological sites on the island have produced specimens of the Arawaks' well-developed pottery. Caribs gradually replaced Arawaks during the period 800-1000 A.D.

Europeans first landed on the island in either 1492 or 1502 during Spain's early exploration of the Caribbean. The Dutch, English, and French all tried to establish trading outposts on St. Lucia in the 17th century but faced opposition from hostile Caribs.

The English, with their headquarters in Barbados, and the French, centered on Martinique, found St. Lucia attractive after the sugar industry developed in 1765. Britain eventually triumphed, with France permanently ceding St. Lucia in 1815. In 1838, St. Lucia was incorporated into the British windward islands administration, headquartered in Barbados. This lasted until 1885, when the capital was moved to Grenada.

St. Lucia's 20th-century history has been marked by increasing self-government. A 1924 constitution gave the island its first form of representative government, with a minority of elected members in the previously all-nominated legislative council. Universal adult suffrage was introduced in 1951, and elected members became a majority of the council. Ministerial government was introduced in 1956, and in 1958 St. Lucia joined the short-lived West Indies Federation, a semi-autonomous dependency of the United Kingdom. When the federation collapsed in 1962, following Jamaica's withdrawal, a smaller federation was briefly attempted. After the second failure, the United Kingdom and the six windward and leeward islands--Grenada, St. Vincent, Dominica, Antigua, St. Kitts-Nevis-Anguilla, and St. Lucia--developed a novel form of cooperation called associated statehood.

As an associated state of the United Kingdom from 1967 to 1979, St. Lucia had full responsibility for internal self-government but left its external affairs and defense responsibilities to the United Kingdom. This interim arrangement ended on February 22, 1979, when St. Lucia achieved full independence. St. Lucia continues to recognize Queen Elizabeth II as titular head of state and is an active member of the Commonwealth. The island continues to cooperate with its neighbors through the Caribbean community and common market (CARICOM), the East Caribbean Common Market (ECCM), and the Organization of Eastern Caribbean States (OECS).

GOVERNMENT AND POLITICAL CONDITIONS

St. Lucia is a parliamentary democracy modeled on the Westminster system. The head of state is Queen Elizabeth II, represented by the governor general. The governor general exercises basically ceremonial functions, but residual powers, under the constitution, can be used at the governor general's discretion. The actual power in St. Lucia lies with the prime minister and the cabinet, usually representing the majority party in parliament.

The bicameral parliament consists of a 17-member House of Assembly elected by universal adult suffrage for five-year terms and an 11-member senate appointed by the governor general. The parliament may be dissolved by the governor general at any point during its five-year term, either at the request of the prime minister--in order to take the nation into early elections--or at the governor general's own discretion, if the house passes a vote of no-confidence in the government.

St. Lucia has an independent judiciary composed of district courts and a high court. Cases may be appealed to the Eastern Caribbean Court of Appeals and, ultimately, to the Judicial Committee of the Privy Council in London. The island is divided into 10 administrative divisions, including the capital, Castries. Popularly elected local governments in most towns and villages perform such tasks as regulation of sanitation and markets and maintenance of cemeteries and secondary roads.

St. Lucia has no army but maintains a paramilitary special service unit within its police force and a coast guard.

Politics in St. Lucia has been dominated by the United Workers Party (UWP), which has governed the country for all but three years since independence. John Compton was premier of St. Lucia from 1964 until independence in February 1979 and remained prime minister until elections later that year.

The St. Lucia Labor Party (SLP) won the first post-independence elections in July 1979, taking 12 of 17 seats in parliament. A period of turbulence ensued, in which squabbling within the party led to several changes of prime minister. Pressure from the private sector and the unions forced the government to resign in 1982. New elections were then called and were won resoundingly by Compton's UWP, which took 14 of 17 seats.

The UWP was elected for a second time in April 16, 1987, but with only nine of 17 seats. Seeking to increase his slim margin, Prime Minister Compton suspended parliament and called new elections on April 30. This unprecedented snap election, however, gave Compton the same results as before--the UWP retained nine seats and the SLP eight. In April 1992, Prime Minister Compton's government again defeated the SLP. In this election, the government increased its majority in parliament to 11 seats.

In 1996, Compton announced his resignation as prime minister in favor of his chosen successor Dr. Vaughan Lewis, former director-general of the Organization of Eastern Caribbean States (OECS). Dr. Lewis became prime minister and minister of finance, planning and development on April 2, 1996. The SLP also had a change of leadership with former CARICOM official Dr. Kenny Anthony succeeding businessman Julien Hunte.

In elections held May 23, 1997, the St. Lucia Labor Party won all but one of the 17 seats in Parliament, and Dr. Kenny Anthony became Prime Minister and Minister of Finance, Planning and Development on May 24, 1997.

ECONOMY

St. Lucia's economy is based on banana production and tourism with some manufacturing. Agriculture now is dominated by banana cultivation. There are a large number of small and medium-sized agricultural enterprises. This sector has been largely responsible for the extensive socioeconomic changes that have taken place in St. Lucia since the 1960's. Eighty percent of merchandise trade earnings come from banana exports to the United Kingdom. This sector is highly vulnerable to weather conditions and to external events affecting commodity prices.

In view of the European Union's announced phase-out of preferred access to its markets by windward island bananas, agricultural diversification is a priority. An attempt is being made to diversify production by encouraging the establishment of tree crops such as mangos and avocados. A variety of vegetables are produced for local consumption.

Improvements in roads, communications, and port facilities have created a more suitable investment climate for manufacturing as well as tourism and agriculture. Foreign investors have also been lured by an educated and skilled work force and relatively stable political conditions. The largest investment is a petroleum storage and transshipment terminal built by Hess Oil. A Caribbean Development Bank (CDB)-funded airport expansion project has been completed.

The tourism sector has made significant gains, experiencing a boom during the last few years despite some unfavorable external factors. The development of the tourism sector has been helped by the government's commitment to providing a favorable investment environment. Incentives are available for building and upgrading tourism facilities. There has been liberal use of public funds to improve the physical infrastructure of the island, and the government has made efforts to attract cultural and sporting events and develop historical sites.

St. Lucia is a member of the Eastern Caribbean Central Bank, which issues a common currency. It is a beneficiary of the U.S. Caribbean Basin Initiative and is a member of the Caribbean Community and Common Market (CARICOM).

FOREIGN RELATIONS

The major thrust of foreign affairs for St. Lucia is economic development. The government is seeking balanced international relations with emphasis on mutual economic cooperation and trade and investment. It seeks to conduct its foreign policy chiefly through its membership in the OECS. St. Lucia participated in the 1983 Grenada mission, sending members of its special services unit into active duty. St. Lucia is a member of the Commonwealth, the Organization of American States, and the United Nations. It seeks pragmatic solutions to major international issues and maintains friendly relations with the major powers active in the Caribbean, including the United States, the United Kingdom, Canada, and France. St. Lucia has been active in eastern Caribbean regional affairs through the OECS and CARICOM.

As a member of CARICOM, St. Lucia strongly backed efforts by the United States to implement UN Security Council Resolution 940, designed to restore democracy to Haiti. The country agreed to contribute personnel to the multinational force, which restored the democratically elected government of Haiti in October 1994.

In May 1997, St. Lucia participated, along with 14 other Caribbean nations, in a summit with President Clinton in Bridgetown, Barbados. The summit, which was the first-ever meeting in the region between the U.S. and Caribbean heads of government, strengthened the basis for regional cooperation on justice and counternarcotics, finance and development, and trade issues.

There are currently four diplomatic missions in St. Lucia--People's Republic of China, France, Venezuela, and an office of the Barbados-based British High Commission. Some countries with which St. Lucia has diplomatic relations have representatives resident in Barbados, Jamaica, Trinidad, and Guyana.

U.S.-ST. LUCIAN RELATIONS

The United States and St. Lucia have a cooperative relationship. The United States supports the St. Lucian Government's efforts to expand its economic base and improve the lives of its citizens.

Following the closure in July 1996 of the USAID regional mission for the Eastern Caribbean, U.S. assistance is channeled primarily through multilateral agencies such as the World Bank. The Peace Corps, whose Eastern Caribbean regional headquarters is in Castries, has 25-30 volunteers in St. Lucia, working primarily in education, agriculture, and health. U.S. security assistance programs provide limited training to the paramilitary special services unit and the coast guard. In addition, St. Lucia receives U.S. counternarcotics assistance and benefits from U.S. military exercise-related and humanitarian civic action construction projects.

Countering the narcotics trafficking has been an area of mutual interest between St. Lucia and the United States. Because of St. Lucia's geographical location, it is an appealing transit point for traffickers. In response to this threat, the Government of St. Lucia has concluded various bilateral treaties with the United States, including a maritime law enforcement agreement (subsequently amended to include overflight and order-to-land provisions), a mutual legal assistance treaty, and an extradition treaty.

In 1996, the majority of the 412,000 cruise ship passengers arriving on St. Lucia were U.S. citizens. Nearly 76,000 other Americans visited the island that year, in addition to the relatively small number of American citizens--fewer than 1,000--who reside there.

GEOGRAPHY

St. Lucia is one of many small land masses composing the insular group known as the Windward Islands. Unlike large limestone areas such as Florida, Cuba, and the Yucatan Peninsula, or the Bahamas, which is a small island group composed of coral and sand, St. Lucia is a typical Windward Island formation of volcanic rock that came into existence long after much of the region had already been formed.

St. Lucia's physical features are strikingly beautiful. Dominated by high peaks and rain forests in the interior, the 616- square-kilometer island is known for the twin peaks of Gros Piton and Petit Piton on the southwestern coast, its soft sandy beaches, and its magnificent natural harbors. Mount Gimie, the highest peak, is located in the central mountain range and rises to 958 meters above sea level, a contrast that is also evident in the abrupt climatic transition from coastal to inland areas. The steep terrain also accentuates the many rivers that flow from central St. Lucia to the Caribbean. Fertile land holdings, which support banana farming, are scattered throughout the island.

St. Lucia has a tropical, humid climate moderated by northeast trade winds that allow for pleasant year-round conditions. Mean annual temperatures range from 26o C to 32o C at sea level and drop to an average of 13o C in the mountain peaks. The abundant annual rainfall accumulates to approximately 200 centimeters, with most precipitation occurring during the June to December wet season. Hurricanes are the most severe climatic disturbance in this area and have been known to cause extensive damage. Although St. Lucia has historically been spared from serious hurricane destruction, Hurricane Allen decimated the agricultural sector and claimed nine lives in 1980.


St. Lucia History

THE WINDWARD ISLANDS consist of Dominica, St. Lucia, St. Vincent and the Grenadines, and Grenada. The name Windward dates back to the 1700s, to the time when English ships bound for Jamaica followed the trade-wind passage, stopping at islands along the way. The islands constitute a north-south chain in the southern section of the Lesser Antilles and share a volcanic rock formation. These nations also had highly similar political and economic systems in the late 1980s. Despite these parallels, the Windwards were much more heterogeneous than other Commonwealth Caribbean island groupings. These differences prevented the establishment in the nineteenth and early twentieth centuries of a common government along the lines found in the Leeward Islands.

A French legacy distinguished the Windward Islands from their Commonwealth Caribbean neighbors. The French established permanent settlements on the four islands in the 1600s and controlled them until the islands were seized by the British in the 1760s. Even after the British takeover, France continued to compete with Britain for authority over the Windwards, regaining control over St. Lucia, for example, on several occasions. France did not relinquish its claim to St. Lucia until 1815.

The islands varied widely in the degree to which they subsequently assimilated British culture and mores. The most extensive assimilation occurred in St. Vincent, where the population easily adopted the English language and Protestantism. In Grenada, on the other hand, the majority of the residents remained Roman Catholics even though English became the sole language of the island. Dominica and St. Lucia offered the greatest resistance to British influence. A French creole language called patois continued to be spoken in the late 1980s among much of the rural population of both islands. Dominicans and St. Lucians were also overwhelmingly Roman Catholic.

Beginning in the 1830s, the Windward Islands and Tobago ostensibly were under the authority of the governor of Barbados. In actuality, however, lieutenant governors on each of the islands exercised considerable autonomy. In 1875 the governor of Barbados attempted to implement a British proposal calling for a Windward Islands confederation. Fearing a loss of political and financial autonomy, Barbadian planters successfully defeated the measure. In 1885 Barbados withdrew from the government of the Windward Islands, leaving St. Lucia, St. Vincent, and Grenada with a nominal governor (Dominica had left earlier). In 1940 Dominica rejoined the Windwards after being a reluctant member of the Leeward Islands Federation for the previous seventy years. The weak Windwards structure lasted until 1956; its members were absorbed the following year in the ill-fated West Indies Federation.

The newly independent nations of the Windward Islands shared common political and economic patterns. All were constitutional monarchies with a parliamentary system of government on the Westminster model. St. Lucia, St. Vincent and the Grenadines, and Grenada each had a bicameral legislature consisting of an elected House and a non-elective Senate. The prime minister was the leader of the party that secured a majority of House seats. The pattern was similar in Dominica except that House and Senate members were part of a unicameral body. Agriculture was the leading component of the gross domestic product for each of the islands. In the case of Grenada, however, tourism had replaced agriculture as the primary earner of foreign exchange by the mid-1980s. All of the Windwards islands had high levels of unemployment and emigration.

In the late 1980s, following a tumultuous decade, national security remained an important consideration for the leaders of the Windward Islands. The overthrow in 1979 of the Grenadian government and its replacement by the People's Revolutionary Government (PRG), the temporary seizure the same year of Union Island in the Grenadines, the attempted coup in 1981 in Dominica, and the assassination in 1983 of PRG leader Maurice Bishop had shocked the Windward population. These events led to the creation of paramilitary Special Service Units within each of the national police organizations. At the same time, however, leaders generally continued to oppose the establishment of a regional army, fearing that such an institution could endanger democracy.

Despite its nineteenth-century ties to the Windward Islands, Barbados differed from its neighbors in several ways. Barbados lies east of the Windwards and is characterized by lowlands, plains, and rolling hills rather than the mountainous terrain of the Windwards. The island also followed a distinct historical path. Barbados was regarded as the most British nation in the Commonwealth Caribbean, a reflection undoubtedly of the uncontested control exercised by the British from 1625 until the granting of independence in 1966. The economic base was different from most of the Windward nations also; tourism had replaced agriculture as the primary foreign exchange earner by the 1970s. Barbados was also distinguished from its neighbors by the maintenance of a standing army. Barbados' political structure, however, was identical to that found in St. Lucia, St. Vincent and the Grenadines, and Grenada.

General Economic Information of St. Lucia

National economic production has experienced both structural change and growth since the 1960s. Traditionally dependent on agriculture, St. Lucia was dramatically transformed in the 1960s from a sugar-based economy to one dedicated to banana production. This trend improved the economic situation of the small farmer because banana crops, unlike sugar, could be produced on small plots.
